Reducing Crime Through Environmental Design: Evidence from a Randomized Experiment of Street Lighting in New York City

This paper offers novel experimental evidence that violent crimes can be successfully reduced by changing the situational environment potential victims and offenders face. We focus on a ubiquitous but understudied feature of urban landscape—street lighting—and report first effect street lighting crime. Through unique public partnership in New York City, temporary lights were randomly allocated to 40 city’s housing developments. find communities assigned more experienced sizable reductions nighttime outdoor index crimes. also observe large decline arrests indicating deterrence is most likely mechanism through which intervention Results suggests lighting, when deployed tactically, may means policymakers control crime without widening net criminal justice system.
